CEDC Tourism Development Fund Logo

The Thunder Bay Community Economic Development Commission (CEDC) Tourism Development Fund (CEDC Tourism Development Fund, formerly known as the  CEDC MAT Fund) is supported by tax revenues collected quarterly by the City of Thunder Bay through the administration of the Municipal Accommodation Tax (MAT).

The Municipal Accommodation Tax (MAT) is levied on short-term stays 30 days or less at hotel, motel, and other accommodation properties in the City of Thunder Bay, at a rate of 4%. The Thunder Bay Community Economic Development Commission (CEDC) administers 50% of this tax revenue to support continued tourism growth and development by providing funding through two funding streams outlined below.

Funding Streams

  1. The CEDC Tourism Event Fund provides financial support to tourism events that demonstrate a capacity to attract out-of-town visitors and generate overnight stays at accommodation properties collecting the Municipal Accommodation Tax in Thunder Bay.

    The CEDC Tourism Event Fund will fund up to a maximum of $50,000 or 25% of the total event budget.
  2. The CEDC Tourism Product Development Fund provides financial support for tourism projects that enhance, create or improve tourism experiences an opportunities in the City of Thunder Bay.

    The CEDC Tourism Product Development Fund will fund up to a maximum of $500,000 (over a two-year instalment of $250,000 per year) or 33% of the total project budget for not-for-profit/public entities and 20% for for-profit entities.

The CEDC Tourism Investment Committee accepts applications year-round.

Applicants are encouraged to apply 90 days prior of the event or project occurring if requesting $50,000 or less, and 120 days prior if requesting over $50,000.

 U21 Northern Ontario Provincial Championship
This provincial curling championship was for men and women curlers age 21 or under. This four-day event featured teams from across Northern Ontario, with the two winning teams advancing to the Canadian (U21) Junior Curling Championship. 
 U14 Ontario Cup Provincial Championships
U14 ON Cup Provincial ChampionshipsThis event is a provincial skiing championship for ages 12-13, occurring at Loch Lomond Ski Area and Mount Baldy Ski Area. 
 Nordiq Canada Ski Nationals 2023
Nordiq Canada Ski NationalsThis event is the highest level of cross-country skiing in the Canadian racing ski calendar for senior, junior, and Para-Nordic skiers as they compete to be the national champion. 
 Provincial Aspire Dive Meet
Provincial Aspire Dive MeetThe provincial aspire dive meet brought coaches and families from 10 dive clubs across Ontario to compete on any skill level. 
 Country on the Bay 2023
The event is a four-day country music festival which was held at Fort William Historical Park. 
 All Ontario U13 AAA Hockey Championship
The annual provincial championship features the top 6 U13 AAA Teams in the province plus a host team. The 6 teams represent HNO, NOHA, HEO, GTHL, Alliance, and OHF and are the winners of those leagues and/or branches.
 Martial Arts and Health Expo 2023
The Martial Arts and Health Expo is an international event that attracts participants for a weekend of seminars, black belt gradings, and social/cultural activities at Lakehead University
 Urban Fishery
The urban fishery will develop the Current River Habitat with a self-sustaining population of rainbow trout.
 Thunder Bay Climbing Guide
The 2nd edition of the Thunder Bay Climbing Guide provides a comprehensive book for rock climbers in the Thunder Bay and region.
 Community-College-University Exposition (C2U) Expo
Community-College-University Exposition (C2U) ExpoC2U Expo is Canada’s leading conference on community-based research (CBR) and community-campus engagement. 
 BrewHa Festival 2023
BrewHa incorporated a broader-focus festival with food, drink, a marketplace and live entertainment.
 Wake the Giant 2023
Wake the Giant is an introduction to Thunder Bay for students coming to Thunder Bay from isolated communities. The orientation week is filled with workshops, skill development and culminates in a music festival.

XTERRA Thunder Bay

XTERRA Sleeping Giant was first hosted in 2014 at Sleeping Giant Provincial Park on the Sibley Peninsula.  XTERRA Sleeping Giant’s premier event is the Full Distance Triathlon. This consists of a 1.5 km swim, 26 km mountain bike and a 10 km run. This event will have 28 qualifying spots to the XTERRA World Championships in Italy up for grabs.

Buskers Festival 
The Buskers Festival offered a diverse range of performances featuring circus skills, daredevil stunts, and awe-inspiring feats, there's something to appeal to everyone at this renowned event.

Vox Popular Media Arts Festival

The event presented regional, Canadian, and International films as well as local music and visual artists. 

Festival of India/Colours

The event showcased traditional Indian and Bollywood dances, music, east Indian cuisine, exhibits, children’s activities, chariot parade, Indian bazaar, colour throwing and interactive dances.

Embark Port Services Start-up

Embark Cruise Services offers a full range of shore excursion and cruise support services such as guest check in and baggage handling.  They are a one stop for coordinating shore excursions, passenger check in and ground transportation for guests and crew.

Canadian National Disc Golf Championship

The CNDGC is Canada’s marquee disc golf event. It is a convergence of players from from Victoria to Charlottetown & St. John’s to Yellowknife in order to crown our sport’s national champions. Event rights are formally delegated by the Canadian Disc Golf Association (”CanDiscGolf”) on behalf of the PDGA Canada. 
WBSC Women’s World Baseball Championship
The event brought the world’s best women’s baseball players to Thunder Bay. 
Thunder Bay Museum Expansion Feasibility Study

The Thunder Bay Museum is undertaking an exciting feasibility study that explores opportunities to expand the facility, exhibits, and program offerings. 

OWG Facility Enhancement
This project provides infrastructure updates to meet the facility standards for the Ontario Winter Games.
Fort William Country Club Centennial Year Invitational 
The 100th year celebration offered a signature tournament attracting competition from the region. 
FireCon
The event provided critical regional training and programming for firefighters and emergency first responders for municipalities, unincorporated territories and First Nations in Northwestern Ontario. 
Shuniah Forty Miner

This event provided a two-day mountain bike festival and race. 

Central Canada Resource Expo

The event is a tradeshow and conference that promotes mining, forestry, construction, and energy sectors within Northwestern Ontario. 

Digital Transformation Conference

Digital Transformation ConferenceThe Digital Transformation Conference (DTC) is the largest tech conference between Toronto and Calgary. 
AMCO 38th Convention and Tradeshow

This event is an Ontario Airport’s Conference, beginning with a golf tournament and dinner followed by two days of speakers and a tradeshow.

Aviation Flight Management 50th Reunion

The Aviation Flight Management program celebrated 50th years with the reunion offering a meet and greet, open house, and gala. 

PEO Student Conference 

The Professional Engineers of Ontario student conference (PEO) brought together 100 of Ontario’s students to partake in three days of professional and personal development sessions centered around graduation and moving into the industry.

The showcase series offers two weekends Jan 12-14 and Feb 9-11 with teams competing from Winnipeg, Kenora, Ft. Frances and Minnesota promoting women’s hockey within the City of Thunder Bay.

Snowday on the Waterfront 2024

Experience Ontario  
Experience Ontario 2024 provides support for festivals and events with a tourism economic impact to motivate visitors to discover Ontario, connect people with local experiences, and increase tourism spending.

Event Development Grant 
Supports event organizers with start-up costs associated with hosting or bidding for new and inaugural events as well as international, national, provincial, and regional championships.

Northern Ontario Heritage Fund Corporation (NOHFC) 
The Community Enhancement Program is designed to help build strong and resilient Northern communities through infrastructure investments, to upgrade/repair existing assets to improve community quality of life, economic development infrastructure, and strategic economic development initiatives. 

The Cultural Supports Program is designed to help showcase Northern Ontario culture, geography, and talent through event partnerships and the production of films and television series.

The Invest North Program is designed to boost economic growth in Northern Ontario by encouraging businesses to invest in transformative strategic and complementary business development opportunities in Northern communities. The program will support productivity, innovation, business competitiveness, revenue growth, export capacity development, job creation, and retention.

The People and Talent Program is designed to attract, retain, and develop Northern Ontario’s workforce.


FedNor
The Regional Economic Growth through Innovation (REGI) two common streams of programming to help entrepreneurs start and grow businesses and create the conditions for the development of strong, dynamic and inclusive regional innovation ecosystems across the country.

The Northern Ontario Development Program (NODP) FedNor invests in projects led by municipalities, First Nations, and other organizations and institutions that support community economic development, diversification, job creation and self-reliant communities in Northern Ontario.

The Economic Development Initiative (EDI) provides financial support to projects that encourage economic diversification, business development, innovation, partnerships and increased support for small- and medium-sized enterprises in official language minority communities (OLMCs).

The Tourism Growth Program (TGP) in Northern Ontario to support Indigenous and non-Indigenous communities, small and medium-sized businesses and not-for-profit organizations in developing local tourism products and experiences.

Enabling Accessibility Fund 
Provides funding for projects that make Canadian communities and workplaces more accessible for persons with disabilities.

Ontario Trillium Foundation 
Supports non-profit organizations.

Starter Company Plus
For businesses in Thunder Bay or Northwestern Ontario that is looking to start-up, expand, or buy an existing business.

Economic Development Fund 
For members of the Thunder Bay Chamber of Commerce to provide direct financial assistance toward specific initiatives that support the growth or strengthening of small businesses in Thunder Bay.

Downtown & Core Area Improvement Grants  
Provides grants for eligible construction and/or restoration projects in the downtown and core areas through the Strategic Core Area Community Improvement Plan.

Canada Digital Adoption Program (CDAP) 
Supports small and medium sized enterprises adopt digital technologies to increase their competitiveness.
